Réalisées dans des contextes conflictuels, elles sont un instrument fabriqué par des magistrats recherchant la défense juridique de l’institution face à un archevêque jaloux d’un pouvoir qui lui échappe en partie. De nombreux recueils sont produits entre 1475 et 1493, principalement par le clerc et procureur Jean Foulquart.
